ADVERTISEMENT FOR BIDS
Sealed proposals for the construction of the Painting and Rehab of Steel Ground Storage Washwater Tank will be received by The Upper Bear Creek Water, Sewer, and Fire Protection District at 339 County Road 62, Bear Creek, Alabama 35547 (Owner) until 2:00 p.m., the prevailing time, on May 7, 2015, at which time and place they will be publicly opened and read.  The bid is comprised of the following principal items and approximate quantities:
200,000 Gallon Washwater Tank:  All Interior and Exterior Surfaces and all tank appurtenances.
Plans and Specifications may be inspected at the Upper Bear Creek Water, Sewer, and Fire Protection District at 339 County Road 62, Bear Creek, Alabama 35547 (Owner) and they may be obtained from the office of Municipal Consultants, Inc., 200 Century Park South, Suite 212, Birmingham, Alabama 35226, upon payment of $75.00.  Cost of plans and specifications are non-refundable.
All Bidders must be responsible, meeting the criteria and requirements set forth in the specification documents.  Prequalification of Bidders is not required.  The attention of all Bidders is called to the provisions of State law governing “General Contractors”, as set forth in ALA.CODE 34-8-1, et seq. (1975), and rules and regulations promulgated pursuant thereto.  The Owner may not enter into a contract with an entity which is not qualified under State law to do business in the State of Alabama.  All Bidders shall possess all other licenses and/or permits required by applicable law, rule or regulation for the performance of the work.  All Bidders must submit with their proposal Contractor’s license number and a copy of the license.  State law, ALA.CODE 34-8-8(b), requires individual bids to be rejected which do not contain the General Contractor’s current license number.  All Bidders must comply with Alabama’s Immigration Laws.  The Bid Documents include an Alabama Immigration Law Compliance Form that must be fully executed and submitted along with required documentation as part of the BID.
Each Bidder must submit with its bid a cashier’s check drawn on an Alabama bank or a fully executed bid bond on the form that is contained in the Contract Documents executed by a surety company duly authorized and qualified to make bond in the State of Alabama.  All bonds, sureties, and/or cashier checks will be made payable to the Owner for an amount not less than 5 percent of the total bid in the proposal, but in no event more than $10,000.00.
This project is considered a “Public Works” project and is governed by competitive bid laws as contained in Title 39 (1997) of the Alabama Code.  Bidders, subcontractors, suppliers, and Bond Agents should be familiar with this code.
The successful Bidder for this Contract will be required to furnish a Performance Bond equal to 100% of the Contract Price and a Payment Bond in the amount of 100% of the Contract Price.
The Owner reserves the right to reject any or all proposals and to waive technicalities.  No Bidder may withdraw his bid within sixty days from the date set for receiving of the same.  There will not be a Pre-Bid Conference for this Project.
