Sealed proposals will be received by the City of Hamilton until 2:00 p.m. local time on THURSDAY, APRIL 13, 2023 in the City of Hamilton Council Meeting Room, 2nd Floor, Hamilton City Hall, 736 Military Street South, Hamilton, Alabama, at which time and place they will be publicly opened and read aloud for the following work: B.C. No.: 2023186, HAMILTON SULLINS HOUSE AND RESTROOM MODIFICATIONS AND IMPROVEMENTS Project No. 21-12.
This project’s Scope of Work includes modifications and improvements to the Historic Hamilton Sullins House and Restroom Areas. The Scope of Work includes: interior and exterior painting, cleaning and repairs of all wooden surfaces, repairs to all porch areas, new exterior and emergency lighting, modify plumbing fixture locations, new restroom accessories, thresholds, steps and ramp modifications to meet ADA requirements, repairs and modifications to Historic stairs, windows, shutters and doors. The Hamilton Sullins House is listed on the Alabama Register of Landmarks and Heritage. This project will maintain compliance with 2010 ADA Standards and all applicable codes.
A MANDATORY PRE-BID CONFERENCE will be held on THURSDAY, APRIL 6, 2023 AT 2:00 P.M, local time at the project site- 141 Military Street North, Hamilton, Alabama 35570. A representative of the bidder must be in attendance and sign a roster to be eligible to submit a bid for this project.
A cashier’s check or bid bond, payable to the City of Hamilton in an amount not less than five (5) percent of the total bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds, evidence of insurance required in the bid documents, E-verify enrollment will be required at the signing of the Contract. This project is being bid excluding taxes. The Contractor and Owner will be required to apply for Certificates of Exemption with the Alabama Department of Revenue. The Contractor shall account for the tax savings on the Proposal Form.
Drawings and Specifications may be examined at Hamilton City Hall, 736 Military Street South, Hamilton, Alabama 35570 beginning Wednesday March 22, 2023. On this date, Bid documents will be available for review at Alabama Graphics, AGC Alabama & Dodge Plan Rooms. Bid documents may be obtained from Alabama Graphics Digital Plan Room, 205-252-8505, www.algraphicsplanroom.com upon deposit of $200.00 per set made payable to Andrea Clement Harbison – Architect, LLC. Send deposit check to Alabama Graphics ATTN Digital Plan Room 2801 5th Ave South, Birmingham, AL 35233. The deposit will be refunded in full upon return of documents in good condition to Hamilton City Hall 736 Military Street South, Hamilton, Alabama, within ten days of bid date. Other sets for General Contractors, and sets for subcontractors and vendors, may be obtained with the same deposit, which will be refunded as above less cost of printing, reproduction, handling, and distribution from Alabama Graphics Digital Plan Room 205 252-8505. Birmingham, Alabama. General Contractors bidding may purchase digital files of the contract documents from Alabama Graphics. The contract will require completion within 180 calendar days after notice to proceed. The owner will retain liquidated damages in the amount of three hundred ($300.00) dollars per calendar day for failure to meet this time limit.
Bids must be submitted on Proposal Forms furnished in the Bid Documents or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must show evidence of license before bidding or bid will not be received or considered by the Architect; the bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of thirty (30) days. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner’s judgement, the best interests of the Owner will thereby be promoted.
